## Where chains look in València: districts and commercial axes

Retail briefs in València usually start in l'Eixample, around the Mercat de Colón: Carrer de Colón, Jorge Juan and Sorní form the city's main shopping axis, with Pla del Remei and Gran Via nearby. In Ciutat Vella, briefs name El Carme, the area around the Mercat Central, Carrer de la Pau and Poeta Querol. Russafa, with Carrer de Sueca, Literat Azorín and Cadis, mixes retail and hospitality.

Neighbourhood retail runs through Extramurs, Benimaclet, Algirós along Avinguda de Blasco Ibáñez, Patraix, Campanar, Benicalap and the Poblats Marítims, from El Cabanyal to the Marina. Avinguda de França, by the Ciutat de les Arts i les Ciències, gathers shopping centres.

- Licences, municipal: the Ordenanza reguladora de licencias urbanísticas y de actividades y de otros títulos habilitantes, approved by the Pleno on 22 December 2025 and in force since 28 January 2026, sets the procedures: comunicación de actividad inocua, declaración responsable and licence. - Licences, regional: bars, restaurants and cafés follow the Generalitat's Ley 14/2010 on public shows, recreational activities and public establishments, which opens most of them by declaración responsable ([DOGV](https://dogv.gva.es/auto/dogv/docvpub/rlgv/2010/L_2010_14_ca_L_2018_06.pdf)). Shops, clinics, gyms and offices follow Ley 6/2014 on environmental control of activities: a comunicación de actividad inocua when every condition of its Annex III is met, otherwise a declaración responsable ambiental or a licencia ambiental ([BOE](https://www.boe.es/buscar/act.php?id=BOE-A-2014-9626)).

- Noise and acoustically saturated zones: the Ordenanza municipal de protección contra la contaminación acústica (in force since May 2023) governs zonas acústicamente saturadas (ZAS), where new licences for activities that add noise can be suspended and terraces limited ([sede.valencia.es](https://sede.valencia.es/sede/descarga/doc/DOCUMENT_1_20250008881965)). The Ajuntament lists five ZAS: Ruzafa, Woody, Xúquer, Juan Llorens and El Carmen ([valencia.es](https://www.valencia.es/es/cas/calidadaire/zonas-zas)). The Pleno approved Russafa's declaration on 30 April 2026. The ordinance also sets 65 metres between hospitality venues with music in residential areas.
